Boot up To BLUE DESKTOP ** HELP **

This is the 3rd time this has happened to this computer. I start it up in
normal mode it comes to sighn on screen as normal. I sign I sign on and it
goes to what should be the desktop , but its not there! All I get is a blue
screen. I have tried everything can t get it to load. It wont work in
safemode either. What I have had to do in the past is format and reload. This
isnt good, any help!!

What happens when you press Ctrl+Shift+Esc? Does the
mouse move? Does the CapsLock light on your keyboard
toggle when you repeatedly press the CapsLock key?
 
Ctrl+Alt+Esc does nothing, Yes I can toggle the caps lock on and off. It is
showing the desktop wallpaper, No icons, no taskbar. No start button.
