boot up error

This is not a Windows file. You probably have a virus or some malware
that is called to start with Windows but is not available. First, go to
Start>Run and type "msconfig" without the quotes. Look on the Startup
tab for the probably culprit and uncheck the box. Click Apply and OK
out. Now, 1) scan with current antivirus ("current" means a version not
later than 2002 but using updated virus definitions); 2) remove spyware
with Spybot Search & Destroy (www.security.kolla.de) and Ad-aware
(www.lavasoftusa.com). Be sure to update these programs before running,
and it is a good idea to do virus/spyware scans in Safe Mode.
