Sounds like somehow you are getting to your BIOS setup screen. This has
nothing to so with Windows. Look at the manual for your machine, for BIOS
Setup Utility or similar.

Not knowing the brand, etc. of your machine I doubt that anyone can walk you
through it.

Are there any other messages on the screen along with press del to continue?

It is possible that your CMOS battery is dying. Because of a weak battery
your BIOS may be incapable of retaining its configuration data. Is your
clock keeping the correct time? These are related.

You probably want to replace the battery, they only cost a couple of bucks.

Replace the battery to rule that out as the problem.

If replacing the battery doesn't fix it, you may have some kind of hardware
problem.

Ask Dell.

I copied and pasted the following from a site where a fella was having a
similar problem.

Press the DEL key on start up and go into the BIOS.

In the BIOS you can choose whether to see the POST messages. You, or
someone who had access to your computer, chose to see the POST messages.
If you want things to look the way they were, go back to the BIOS and
change the setting.

Change QUIET BOOT from enabled to disabled.

There's probably a message accompanying the "press DEL to continue" message.
There's either some hardware initialization failing as BIOS loads, or
there's a message in the event log that needs to be read and cleared.

DEL into BIOS. Right/left arrow through the pages until you find "system
event log", then arrow down to it and press 'enter'. Read the log, it could
contain info of a failure. If it just contains 'keyboard errors', select the
option to 'clear the log' and F10 to escape saving the changes.
