Boot just stalls and then shuts down

Windows XP logo comes on and appears to be loading but then the systems turns
itself off. Then when I turn it back on the message related to Windows
shutting down improperly eg. Start in Safe Mode, Safe Mode with Networking,
Most Recent Config etc. Doesn't matter which option I choose the XP logo
appears and the cycle starts all over again. I can't get in to see anything.
Suggestions? Grateful for any help.

If you can't get in via safe mode:
