Bookmarking Within Adobe PDF Document

Hi--
Recently we built a page in FrontPage 2003 with links to an Adobe
Acrobat-created pdf document. See at:
www.pwcgov.org/library/general/events_qi.htm

Intermitently (10% of the time) the links will not go to the intended
bookmark but only go to the top of the first page of the document. This
problem seems to only occur when users use IE6. All links seem to work fine
in IE7.

Since we must use IE6 browser here we need to solve this problem -- any
ideas/assistance will be greatly appreciated!
