Bluetooth Mouse not working until after logging in.

I'm running Windows Vista Business edition and when I first turn on laptop
and Vista stops at the login screen my bluetooth mouse is not working, it
will only work after vista is completely loaded and then it's a few seconds
before the mouse works. Is this normal with Vista? I have another laptop
with XP on it and the bluetooth mouse will work at login screen, both laptops
are Dell Latitude D620's.
