Blue Screen on Boot after Power Off.

A friend of mine says that her laptop has a blue screen
upon booting it up. I shut down the machine by using power
off: why is this happening? Is there a button to wake up
the machine to turn the power on again?

Your friend needs to tell you what the blue screen says. If it's an
error message, it contains some clues to recitifying the problem.
Meanwhile, she could try booting to Safe Mode. She can check out Event
Viewer to see if it contains more information about what the current
startup problems are related to.

Also.... how did we get to needing to wake up the machine after a power
down, power up and blue screen?

If the machine is in standby, pressing any key should work. Some laptops
have specific keys - for example, a laptop of mine needed the spacebar
pressed to come out of standby. If pressing any key isn't working,
she'll need to get out her manual or download a copy of the manual to
get this information.

If the machine is in hibernate, it is powered down. Pressing the power
button should turn it on.
