Yes. Put it in your Blocked Senders (or Junk Senders) list. Which list
depends on what version of Outlook, which you didn't consider important
enough to mention.

Then you Junk Senders list is %AppData%\Microsoft\Outlook\Junk Senders.txt.
You can edit this to your heart's content.
