Blocking out subject

I am new here,
I am making a movie where people are commenting on other people in a
negitive way and they want to remain anonymous, so I have to block out their
face or most of their facial feature but keep the rest of the video clean and
clear.
Can I do this in Movie Maker or do I need to download and add on

can someone help me please.
