Blocking internet access

Hi all,
Can anyone tell me how to configure a computer so that the internet cannot
be accessed by a user? I do not want a user to have access to surf the
internet nor to be able to use msn messenger. I have a utility that will
remove msn messenger but not to remove IE.
Can someone advise me?
