block group of users from accessing the Internet

I need to create a group of users that despite which
computer they log into, they can not access the internet.
Is this done through a group policy?

You could do that. Using a user policy so that their proxy points to a non
exisitent proxy. This way they will only be able to access internal or
intranet sites.
