blank user screens

My wife and I are running xp and when we boot the machine
regardless of which user we select it loads a blank user
screen. Nothing to click on, although the mouse is visible.

In safe mode it did the same thing although I had access
to ctrl-alt-del and was able to 'run' explorer, which
loaded up all of the desktop settings and so on.

It won't allow me to install SP1 in safe mode (gives me
errors) so I'm not quite sure where to go from here?
