Blank menus (File, Edit, View, etc)

After removing a bunch of spyware and viruses from a WinXP Pro computer, the
user is now reporting that all of her menu bar menus (File -> Help) are
dropping down but blank. I'm assuming that it's an issue with a .dll or a
registry setting, since it's affecting all programs. Has anyone encountered
this before and how is it resolved?
