Blank CD not detected

When I insert a blank cd rom into my CDRW drive it is not recognised by
Windows XP. However, if I open the properties dialogue box for the CDRW drive
and change the write speed from say 32 to 16 or 16 back to 32 then Windows XP
suddenly sees the blank CD and shows 702MB of blank capacity as it should.
What is going one and can I fix it?
