you can only get OEM with a new computer or new HD(thats
it's license)..... if your pc is farley new then go and
and talk to people who you brought it off. I would not
reccommend OEM though! Due to the limited install options

No, this isn't correct. You can buy an OEM version with any
hardware purchase.
