Big Problem opening photos saved from net

ok, I got a problem with m computer. I just bought it yesterday, and for some reason it won't let me open up a picture I save off of the internet. ANY picture. I can save it onto the computer but it won't open. When I save a pic I right click it as say "save as" and then where you choose what kind of file to save it as I say .bmp. The only TWO options I have here are .bmp or .art.
Then when I go to open the picture I just saved to my comp I get a message that says "C:\Documents and Settings\Owner\Desktop\02.jpg Paint cannot read this file. This is not a valid bitmap file, or its format is not currently supported."

I was also getting a message before saying that it cannot find the program used to create the image, and I needed to choose a program that could open it, or find one that could.

Say for example I take a image I see on the internet right click and copy it. Then open paint and paste it and THEN save it, it'll open up again if I want it to. But not if I choose to directly save it from the net. I can also open up pictures that I have put on my comp from my digital camera just fine also.

I tried changing my AOL setting in order to make it "not compress" the pictures or whatever, but I'm still getting the same problem, and no ability to choose anything but .bmp or .art when I want to save a photo.

sometiems if I simply save the picture from AOL it will say
"Windows cannot open this file
File: B000005ABV.01.TZZZZZ
To open this file, windows needs to know ahat program created it. Windows can go online to look it up automatically, or you can manually select from a lost of programs on your computer
What do you want to do
-Use the Web service to find the appropriate progra
-Select the program from a list

So if I choose to use the web service it will bring me to some ERROR site that doesn't even worl, and if I choose to select the program from a list I have a few choices. One option is to choose paint which results in a error message similar to the one in my first post. The other option is to choose Microsoft Office Picture Manager which results in it opening to a small white box with a red X in it.

I followed the directions on the FAQ to delete some files from Internet Explorer, and that made it so that I can save a file and view it in JPEG from internet explorer. But the problem still remains intact if I try to save an image from AOL.

That's about it. Any help is much appreciated. thanks
