Best Windows Imaging Software...

I am writing an article on the best photo imaging software for XP and yes
Photoshop is in there..but what else? Any opinions on what also to add and
perhaps a program that is an undiscovered gem?

Get the GIMP.

Gnu Image Manipulation Program.

It has most of the features of PS, at a cost of well, nothing.

And you're going to mention Googles Picasa 2, for image management,
cataloging, organizing, batch resizing, and backups, right?
