Best practice for proxy settings

Is there a best practice for how to setup the use of a proxy server, i.e.
does Microsoft recommend to use only the server name (ex "proxy") or server
name along with the complete domain, (ex "proxy.net.com") or to use the IP
address? Is one method considered to be faster than the other? Or is the
difference so minimal that you wouldn't gain anything by using one over the
other?

It depends on how fast the dns resolution happens. IP address is ofcourse the
fastest way.
