And then sometimes its nasty ware that doesnt give you a blue screen...

Imagine being a phone tech support person as your career? Heck, they're
just people trying to make a living. They didn't design the box, sell
it, nor make any commission by doing their job.
 
And I can imagine why they might recommend a restore disk repair

Lets say you build PCs and sell them from your shop on main street. OK
you build into the price an hour or so of time for tech support. Or
perhaps you even build into the price an hour or so of free [actually
prepaid] onsite support.

The thing is, fixing XP is so time consuming compared to win9x. Much of
that is also due to the so large hard drives now which take so much time
to scan for nasties and whatnot.

A big pc maker would have to add several hundred dollars to the price of
a pc to address ridding a pc of a trojan/spyware/combination of such.
Even tho the non working pc is the total fault of the user he/she will
still "blame" the maker in the first 6 months or so.

The quick restore cd option seems to have "had" to evolve/become popular
to address the modern problems customers are having.
