Best Freeware for Website Development?

Looking for a good freeware program to build a website. Needs to be fully
functional and preferably be WYSIWYG.

Hmm lets see... My guess would be because the page is about NVV and the
webmaster uses StarOffice to create his page...

Sounds fessable, I don't see anything wrong with that... I use Dreamweaver to
make my page on NVU... :-/

Adding to that I am guessing that he used a template that was created in
StarOffice/OpenOffice and use that in NVU as he says... and hasn't changed
the meta tags... but this is only a guess

You wouldn't expect to see the McDonalds-boss in a McDonalds-restaurant
either ;-)
