Being denied access to Files and Folders

I could not access my system, so I reinstalled Windows
2000 Professional. Setup could not find the original
Win2000 installation, so I installed a new copy believing
that as long as the folders were intact, I wouldn't lose
any of my data. At the completion of the installation none
of the previous folders could be accessed. When I try to
access any of the old folders, I get the following
message "C:\"Folder Name" is not accessable This folder
was moved or removed." Oringinally it appeared that my
directory structure was damaged, so I tried "CHKDSK /F"
but can never get pass 2%, hence, will not make the
necessary corrections. Then I tried "fixmbr" and "fixboot"
in the recovery console, which met with negative results.
It appears to me that there's some kind of permissions
problem, Because, I am able to access, extract and copy
folder data using a third party utility called (PC
Inspector File Recovery), however, I cannot remove
original folders that are now occuping and taking up a
great deal of disk space. i Have a Windows 2000
Professional operating system. Please help me access or
at least remove these folders.

Have you tried taking ownership of the folder. Right click
the folder go to properties, security, advanced, and take
ownership. Hope this helps.
