not sure if you can in .NET - I remember from my old API days we used to
call some windows API (but was not always reliable because it would return
true is you had a network card) - however most people used to ping (or just
plain old connect) to a known site - e.g.. www.google.com if they got a
positive reponse then they assumed they were conncted to the internet. and
then did what they needed from then on...
