nope. it may say this if:
1. your update level is not contain all needed fixes -
then you need install required fixes
2. your update level greater then baseline, for exemple -
you have installed rollup package (KB826939)... it's not
included in security bulletin list and contains files with
versions greater then in fixes
3. The fix file was updated by MS (NEW REVISION). It
happends sometimes.
The security check program like MBSA check file version,
checksum (if need), if it does not match with params of
files in hotfixes its chack - it says ALERT!
That's all.
And by the way, better then you nobody will know which
fixes you are install

Software cannot think, right? You can. Do it manualy, and
note your own actions, or look in Event Log, and check
fixes you have installed.
