Is there such a thing. I Googled until my fingers were numb and found
shareware, trialware, and payware. Is there any freeware that will help me
make a banner?

Just beware of this program requirement:

"Internet Access: 14.4 KBPS modem or faster and Internet access for
online projects, graphics, animated greetings, and online services"

My experience has been that Broderbund software can border on being
spyware. I'm not saying don't use the software, but rather to employ
your firewall judiciously until you find out if and why it's calling home.
