how do i stop those advice balloons that pop up when i hover over a subject?

You don't need to manually edit your registry to disable those
retarded Balloon Tips in Windows XP. Just download TweakUI, which
is part of Windows Power Tools. There is a menu item in it to
disable Balloon Tips. Everyone should have TweakUI installed in
any case. Forget about the rest of the Power Tools, by the way --
TweakUI is the only really useful one.
