Backup Utility Wizard - Windows XP Professional

I attempt to use the Backup Utility Wizard in Windows XP Pro and nothing
happens. I am the system administrator, so that is not the issue.

Is there something I need to do to enable the application?

Sure, I click on the application through accessories, system tools, backup
and then nothing else comes up. No prompt, no program window, nothing.
It's like the program doesn't exist ...
 
Does Backup start if you double-click directly on the executable?

c:\windows\system32\ntbackup.exe
