Time Machine is a rip off of a hybrid form of system restore and volume
shadow copy. Sys Restore you already have. MS brought VSC down from Server
2k3 to the client editions (Enterprise and Ultimate).
There is a tool like Time Machine. It's called CompletePC. CompletePC allows
you to take a "ghost" image of your system and then with the Vista DVD
restore that image in the event that anything goes wrong. There is also
built in shadow copy technology that allows you to go back to a previous
version of the file or drive.
