backup/restore bootable partition with OS and all?

Can I use microsoft's backup/restore to clone a bootable server installation
to another disk? The server has windows server, exchange, etc... I'm trying
to avoid having to reinstall and reconfigure everything. The cloned disk
will be use in the same PC and needs to be bootable. The source disk is
dynamic, but I want the clone to be basic disk.

It is very unclear to me what backup actually backups or not backup and
whether the restored disk would be bootable. I also hear the keyword "system
state" a lot, but not very often mentioned is what it includes and not
includes.

The reason behind this is the bootable partition is on the same physical
drive as another partition that has developed severe IO errors, so I want to
replace the disk before the IO error spread to the boot partition.

I tried using norton ghost 2003 but that didn't work -- it says IO error on
source disk and then aborted, even if I try to clone just the good
partition.

I had a similar problem with a failing disk where Norton Ghost wouldn't
work. I ran Spinrite 6 on the drive a couple of times and then Ghost
worked fine.
