Backing up permissions?

I've got a company Intranet that has several users. Is there a way to
back up the user name and password information? We had to reupload
our site from scratch and lost all the permissions/passwords. I'd
like to have a backup in case I need to do this again in the future.

If you're using domain user names and passwords (from Active Directory) then
you already have them. Just add them back into the site from Tools, Server,
Security

No, they're not domain users, just people who have permission to view
particular pages on the site.

You would have to back up the server...

So the permissions are stored within a file that I can't access?
