Background Scaling but Text doesn't

We are having a problem on our company website because the background is
scaling but the text we're laying on top of it isn't. Therefore it's pushing
the background way down the page. Can anyone help with a suggestion?
 
never mind at this time. i believe i found my answer. thank you for
