Background graphics - resizing

I'm attempting to format a background using a photo (watermark). The photo
is too large and only a portion of it displays. Is there a way to format the
photo to fit the frame? I'd assume it will display differently on different
resolutions, etc.

Any suggestions?

Resize it in your graphics editor.
