background color behind text located below of desktop icons

WOULD SOMEONE BE ABLE TO HELP ME WITH THE FOLLOWING:

AFTER MESSING AROUND WITH THE ACCESSABILITY SETTINGS I
STARTED TO GET A BACKGROUND COLOR (OTHER THAN THE
WALLPAPER) BEHIND THE TEXT LOCATED BELOW MY DESKTOP
ICONS. I HAVE TRIED TO MAKE DIFFERENT CHANGES ON MY
DESKTOP SETTINGS AND IT DID NOT WORK. I DID A SYSTEM
RESTORE TO A PREVIOUS TIME AND IT WORKED. BUT FOR SOME
STRANGE REASON THE BACKGROUND BEHIND THE DESKTOP ICON
TEXT CAME BACK. I DID ANOTHER SYS RESTORE AND IT ALSO
WORKED ON REMOVING THE BACKROUND COLOR BUT WHEN I CHANGED
THE WALLPAPER THE BACKGROUD COLOR CAME BACK BEHIND THE
MENTIONED TEXT.

CAN SOMEONE HELP.

Hi Jose, please don't use all caps on the NG as it is considered rude and
shouting. As for your problem see if this assists you:
Start/Settings/Control Panel/System/Advanced/Performance/Settings/ Visual
Effects/"Use drop shadows for icon labels on the Desktop". If this still
doesn't do the trick, right-click the desktop, point to Arrange Icons By and
make sure that Lock Web Items on Desktop is un-checked
