Autostart won't launch when a Blank CD or DVD is inserted

I got a situation that I don't seem to find a fix for it.
As I said, when I insert a blank media CD or DVD, the autoplay menu doesn't
appear at all.
For every other type of media (music, mp3, photos, data, etc) the autoplay
menu appears.
How can I fix this situation, what parameters should I try to find and
correct.

If you have nero installed or another burning program it should launch asking
if you want to burn a cd example windows media player and itunes if it
doesn't some programs have the option to install the autoplay shortcuts like
nero lets you turn it off and on.

I'm using Nero 7 here, and I've been having problems with Autoplay as well,
albeit slightly different from the OP's situation.

From My Computer, I right click on the DVD drive's icon and select
Properties => Autoplay.

Every time I open this window, all the various options are set to "Ask me
every time".

I can go through each of the media types in the dropdown box and select the
options I want (usually it's the Explorer option), select Apply to each
one, and then move on.

However, If I go back to view an option I've already set, it's back to the
way it was when I initially opened the Autoplay window.

Even more strangely, Windows performs the action I want for ALMOST every
type of CD/DVD, the notable differences being a blank disc (nothing
happens) and for all the others I'm queried on what I want to do each time
a new disc is inserted.

Last night I found a program on Microsoft's site called Autofix, which
claims to fix problems relating to the AutoPlay feature. It reports no
errors, and nothing is changed - I'm still prompted for the action to take
on every type of disc I insert - except for discs containing mixed files,
which for some reason is the only time I'm not asked to select an action.

A slight variation on this scenario, which happens intermittently, is that
the desired action is performed - but the dialogue box opens anyway, asking
me what I want to do.

In all cases reported above, the check box that lets me "do this every time
for this type of disc" does not appear when the Autoplay query pops up. The
only place I get to check that option is when accessing the drive's
properties from My Computer.

Rechecking the Autoplay properties later (after running Autofix) shows that
the option I chose only stuck in 2 places: mixed content and blank CD.
However, even though the option for blank CD is to run Nero StartSmart,
nothing happens when the blank CD is inserted, and clicking on the drive's
shortcut says "D:\ is inaccessible".
