automatic Log Off After a Period of Inactivity

How can you setup Windows to automatically log a user off (or returning the
computer to the log on screen) but not shutting down the running programs
after a period of inactivity? My old computer was setup that way and I
would like to set the new one up like that also.

Is this what you are looking for:
Right click on the Desktop, select Properties/Screen Saver
tab/Power/Advanced Tab/Prompt for password when computer resume from standby
