Once you haven't used the computer for awhile, go back and do a shutdown.

No, that is not what I am looking for. I want a Local Policy or
Scheduled Task kind of solution. Thank you.

Right-click on the Windows Vista Desktop and select "Personalize". Then
click on the Screen Saver icon. Select a Screen Saver and suitable Wait
time. Place a check next to "On resume, display logon screen" and then
click on the "Apply" button".
