automatic formatting

I have a file that automatically assigns a number to a
percent format. For example if I type a "1" in a cell it
puts .01 if there are two decimal places allowed. If there
are no decimal places allowed, any number I type in any of
the cells on the file will say "0"

I have had my entire office package removed and re-
installed and it still happens.
Is there a specific setting on my computer or excel that
does this?
Also, when I take this file to another computer it works
fine and does not do this?
ANY suggestions
 
Under the Tools menu, select Options.

Uncheck the Fixed Decimal places checkbox.

P.S. I guess the option is around for account types..
