automatic completion Outlook 2k3 problem

Hi
I have install outllok 2k3 on windows 2003 terminal server, the automatic completion didn't work.
I have try to solve by using this artical http://office.microsoft.com/en-gb/assistance/HA011240661033.aspx ,

the new NK2 file creat but remain 0 KB size.
