Auto restart

I have a pc in a locked cabinet. How can I prevent users from doing START, SHUTDOWN? Is there a registry setting to change shutdown to automatically restart instead?
 
Run gpedit.msc. There is a setting somewhere that will prevent the users
from shutting down the machine.

I used gpedit.msc. Went to "User Configuration, Administrative Templates, Start Menu & Taskbar". I enabled "Disable and remove the Shut Down Command" and enabled "Add Logoff to the Start Menu".
