Outlook 2007 is automatically sending out a blank response to anyone on my
contact list who sends me an email.

I have set no rules and do not have outlook configured to autorespond.

what do I have to do to stop the blank responses?

Does it only happen if Outlook is running?
What type of mail server are you connecting to?

The blank response is sent when my computer is on and running outlook. I am
using comcast's server to send and receive email. I am not using an exchange
server

So it is Outlook that is sending the blank reply. Have you tried
starting Outlook in its safe mode ("outlook.exe /safe") to check if you
installed an add-on or COM add-in that is causing the behavior that you
describe?
