Auto Re-Booting

I bought a new computer running Windows XP Pro. However every time I shut
down the machine re-boots after 3 seconds. Is this a windows setting or a
hardware problem?

I have already went intoMy Computer Properties and removed the check from
the Advanced tab/Start up and Recovery/Settings.
 
Check to see if the 'wake on lan' is set in the bios. This will probably
only cause it if you're connected to a network.
