authenticating???

I can receive messages, but when I send them I get a message back from the
system administrator saying "530 Delivery not allowed to non-local
recipient, try authenticating"
What does this mean and how do I authenticate?

You need to authenticate to your outbound/SMTP server in your mail account
settings before you can send mail through it. What version, mode, and SP
level of Outlook? (help | about).
