That is typical of using DV-AVI when working with still images.
Are you using both images and video?
If it is only still images and audio then you don't need to use DV-AVI High
Quality NTSC/PAL will do just fine plus I recommend you check out Photo
Story 3 as it is more suited to working with stills and audio without video.

If it is images and video then one work around is to save it both as a
DV-AVI and as a WMV.
Import them both into Movie Maker. Drag the AVI to the timeline and mute the
audio then drag the WMV to the audio portion of the timeline.
Save the final product as a DV-AVI and the audio problem "should" be gone.
