Audio playback level too low

I have checked all settings and bought new speaker system. My playback level
is too low. I hear music etc, but level is just not correct. Have to turn
volume up all the way on new speakers (or old) just to hear even the
slightest. So it's not my speakers, any ideas?

Check all the volume sliders on your system volume control. Also try the
audio/speaker trouble-shooter found in Windows Help.
 
Done all that. Sliders are set right, nothing is muted etc. Windows Help,
does not address my problem plus I went ahead and followed all the
instructions anyway just to be sure.
