The recipients of my emails cannot open the attachments. (Word and Excel)
Is this a Windows Mail issue?

Has the recipient installed Word and Excel? If not, Windows Mail can't
use them to open attachments.
 
Which Office version, 2007? When saving Word 2007 documents,
for example, be sure to use Save As, and select the more compatible
Word 97-2003 format.

Alternatively, recipients with older Office versions can install the
free converter which converts DOCX to DOC format.
 
I have windows mail also, & 2 of the people who can't open my attachments do
not and will not and cannot get Word or Excel,. What do you do then?
 
Don't send them Word or Excel files.
Download a PDF writer and use that to create a PDF file, which they should
be able to view.
I use CutePDF Writer (free). It installs as a printer. You "print" to it,
and it creates a PDF file which you can send.
