Attachments using Outlook 2003 Windows Vista

Since I've switched to Windows Vista, Outlook has become inconsistent
regarding attachments. Sometimes, attachments do not get through to the
recipient. Sometimes, in sending attachments while CC'ing myself, other
people receive the attachment, but when I do not receive the attachment.
Also, sometimes the attachment goes through, but it erases the text in the
body of the email. I've tried switching to Windows Mail, but it has been
inconsistent as well. It declared a Word document I had just created to be
impossible to attach, considering it a read-only document.

Here is a post from Kerry Brown that ask some very import questions for
persons running Outlook 2003 on Vista:

Did you close Word before trying to attach the document in Windows
Mail? It often refuses to attach files that are open in other programs.
