Attachments to be included in the body of the email

My outlook allows me to include attachments in the body of the email. My
co-worker does not have this option and we have been unable to figure out why.
 
Is your co-worker selecting HTML or Plain Text instead of Rich Text?

An attachment in a message that uses HTML or Plain Text as the message
format appears in a line below the Subject line, whereas an attachment in a
Rich Text message or in other types of items is included in the body of the
item.
