attachments stripped from emails

I am new to Windows Mail (was a previous Outlook user until I got this new
laptop with Windows Vista). When I am sent emails with attachments (pics or
a series of fwd'd emails), they are stripped (i.e. not attached). Is there
some setting that I need to change. Any assistance or info is appreciated.

Make sure attachments are enabled:
Tools, Safety Options, Security, uncheck "Block images..." and also
uncheck "Do not allow attachments..."

If that was already unchecked, are the missing attachments being sent
from Outlook? Have you looked at the file size of the message to
ascertain whether there really is no attachment? Messages with file sizes
larger than 10K most likely do have attachments.

Try emailing yourself with an attachment and see if you get it correctly and
also check your Sent items folder to see if the attachments are really
attached when sent.
