Attachments Blocked

New Toshiba laptop with Vista Home Premium 64 Bit. Windows Mail as email
client; unable to view or open any attachments. Attachment is clearly
visible in the Preview pane with a yellow paperclip, but I am unable to
access this attachment in any way. I have AVG 8.5 installed as AV / Email
Scanner (this program is known to work with other Vista 64-Bit OS'). IE8
was previsously installed, but after reading threads in this forum, I removed
it and restarted the computer- but still have the same problem.

Help.

Check the settings at Tools>Options>Security tab.

I did this based on the pre-existing threads as well- sorry for the
exclusion. "Do not allow attachments..." is unchecked; additionally, "Select
the Internet... " is now set to "Internet Zone" under the Virus Protection
header.

Next TS step?

Windows Mail should be running in Restricted Sites zone for your protection!

What attachment types are affected (DOC, PDF, JPG, etc.), and what is
the exact error message when you try?

As previously pointed out, Windows Mail should be running in Restricted
Sites zone for your protection.

The only thing that comes to mind that might be causing your problem, is
account corruption?

Try removing and rebuilding your account with a restart in between?

I do not believe I disabled the Email Scanner in AVG; I'm pretty sure it was
active during uninstallation. The behavior is consistent in spite of email
scanner monitoring status.

"It blocks" is your paraphrasing of what happens, but it doesn't give me
the exact error message which is needed to make a definitive diagnosis.
Most likely you are experiencing a known issue that is affecting some who
installed IE8. One workaround is to uninstall IE8, which reverts you back to IE7.
If you decide to uninstall IE8, follow these instructions:

Instead of uninstalling IE8, another option is to upgrade
your email program to Windows Live Mail:

Gary,
When I say "blocked" I mean this specifically: In the preview pane, I can
see a yellow paperclip, idicating an attachment accompanies an email. When I
open the email in a separate window, No attachment is viewable or selectable.

Can you share a few benefits of Windows Live Mail? Why might I choose to
use this over Windows Mail?

MDM,
When you open the e-mail in a separate window, do you not see the following
in the header :
From
Date
To
Subject
Attach ?
If yes, aren't there something next to Attach ?

If you send yourself an email with an attachment, are you able to open
that attachment after it arrives in your Inbox?
'Invisible' attachments with no error message often indicate they were sent
from someone using Microsoft Outlook. The explanation for that problem:

If that is the issue, upgrading to Windows Live Mail won't cure it.

The basic problem is that Outlook, by default, uses a proprietary
form of encoding for attachments, which is not readable by
non-Outlook mail clients.
Ask the sender to resend using either plain text (preferred) or
standard HTML format. For more on this issue see:

Gary- I sincerely appreciate the help you are providing! I've attemtped to
send Outlook mail to the account in Plain text- it did not resolve the
problem. At this point, it might be worth looking into Window Live
Mail...bummer.

Select that last email that was sent from Outlook using plain text.
Then press Ctrl+F3. Do you see a mention of Winmail.dat, followed
by a mass of random characters? If so, something is still triggering
Outlook to send using the proprietary encoding for attachments.
If you are sending through an Exchange server, the server admin
may have it configured such that all attachments are encoded in that
fashion.
