The attachment is a .bas Basic source code file. Windows associates .bas with
my editor. Why does Outlook not know that it can open it as a text file? Is
there a way to associate new file types in Outlook?

Filename: temp.bas
Type: <Unknown>

You can change the default program in Control panel-> Folder Options-> tab
File Types.

However; *.bas files are by default level 1 security files. You probably
downgraded this to a level 2. You cannot downgrade a level 2 file.

I added .bas; the icon for the attachment is that of my text editor. However,
the dialog still shows Type: <Unknown> and the same limited options (Save or
Cancel). I had also followed blockedattachments.htm to add .bas to the
Level1Remove. Note that this e-mail is in my Sent Items folder so I am only
dealing with openning not receiving attachments. Why does it say type is
unknown?

This is correct. Since you added it to Level1Remove it is now a Level 2
security file. Level 2 security files are not allowed to be directly opened
from Outlook but need to be saved first. You cannot change this behaviour.
