Attachment blocking, revisited

I understand the need for improved security in outlook... That's a given.
Hackers pick on the big kid on the block.

Flat attachment blocking, however is truely a nuisance. If an attachment is
blocked, and the user knows what it is and is expecting it, there should be
an option to go ahead and download the attachment from the mail server.

I use Outlook Connector for Domino because I abolutely hate Lotus Notes,
however I have to log on to Notes to retrieve attachments I'm looking to
receive because Outlook does not give ma an option to to receive the file.

I'm a SW Test Engineer. I know better than to open any attachment that I'm
not certain of. I realize there are users out there that aren't careful
(I've spent an entire day cleaning up my kid's PC), but building Outlook to
block files without any way to receive them (especially if they are
important), based on the lowest common denominator user, is a bit of
overkill. I know Microsoft defaults all of the security features to enabled
on their Server products, but allows changes based on need. Wouldn't it be
possible, moving forward to the next version of Outlook to block by default,
but provide the user with a means (make it complicated so unwary users won't
use it) to retrieve attachments from their mails server?
